Occupancy Criteria
Applicants do not have to be first time buyers.
All applicants must:
· register on the Affordable Housing Scheme by completing the online application form via the following link Council's Affordable Housing Scheme.
· have been living within the Borough (Prestwich, Whitefield, Radcliffe, Tottington, Ramsbottom or Bury) for at least the last six months consecutively (if they pay council tax to Bury Council they will be resident in the Borough).
· have no current or former rent arrears with the Council or history of anti-social behaviour.
· agree to use the property as their own main home. They must live in the property throughout ownership and it cannot be rented out.
· not own any other property (applications from homeowners will only be accepted if they can demonstrate that they are in the process of selling their current home e.g. They have a buyer for their current home).
· Not be able to afford to buy the property at its full market value (see example in the financial criteria section below).
· Applicants may apply for a property which has one bedroom more than they need. For example, a single person or a couple can apply for a two-bedroom property. An applicant or couple with one child (minimum) can apply for a three-bed property. An applicant or couple with two children (minimum) can apply for a four-bed property. Please note, one bedroom will be allocated to children of the same sex (maximum of 2 per room). One bedroom will be allocated to children of the opposite sex up to the age of 10 years old (maximum of 2 per room).
· An additional bedroom will be allocated to an applicant who is 20 weeks pregnant or more. The applicant will be required to provide a copy of their Maternity Certificate (Mat B1) to confirm the pregnancy.
Financial Criteria
In order to confirm an applicant’s financial eligibility, multiply their gross annual income by 4 if they are a single applicant or, by 3.5 if making a joint application. As long as this figure plus all savings, capital investments including property and business, equity from the sale of an existing property etc is at or above the discounted price but less than the full market value of the property the applicant(s) will be eligible.
For example:
Property price (full market value before the discount): £250,000.
Property price (after a 25% discount): £187,500.
Joint applicants’ gross annual income: £55,000 per annum x 3.5 = £192,500 (the gross income will be multiplied by 4 if a single applicant).
Savings: £50,000.
Total: £242,500 - the applicants are eligible as this figure is above the discounted price but below the full market value.
All household income, savings, investments, gifts (including deposit monies) and capital from the sale of an existing property must be included in the financial assessment. This will be checked and verified by an independent financial advisor to ensure that all income and capital has been declared by the applicant(s) in the calculation above.
